I'm from the UK, where I believe steroids are legal for personal use but illegal to supply. In the UK, the relevant laws are in the Misuse of Drugs act.

The last link places testosterone as a class C drug, with schedule 4 pt 2. I can't find what that means, but I suspect it means it's not illegal to possess, just to supply.

"Under the Misuse of Drugs Act 1971 it is an offence to produce, supply, possess with intent to supply, and import and export with intent to supply anabolic steroids. The penalty for supply can be up to 14 years imprisonment and/or an unlimited fine. However, it is not an offence to possess them when they are in the form of a medicinal product. Anyone found in possession of anabolic steroids may face arrest if there is evidence of dealing of possession with intent to supply to others."
